The $500 award Buck Masters offers for the capture of the "dognappers" possibly gives a clue to how the gang funds their frequent vacations.  

The episode features the villains using stereotyped images of indigenous people and other characters making racist comments. It's bad.

Way Too Much Detail Recap

Scooby attempts to get the attention of a poodle who is dognapped while Scooby is watching. Scooby finds the gang partying on the beach. He turns the radio to the report on the dognappings. The gang is on the case.

Buck Masters puts up the $500 ransom as a reward to anyone who catches the dognappers (a plot point possibly inspired by the 1956 movie Ransom!). They find out the best bet to win the dog show prize is Bob Miller's Great Dane. Fred and Daphne hit upon a plan to use Scooby as a decoy for the dognappers.

A van provides a smoke screen for a dognapper to snip the leash and take him. While Shaggy is chasing after Scooby on a borrowed scooter he sees an apparition of a stereotypical image of a Native American on horseback.

The dognappers instantly recognize Scooby as not being the show dog. Scooby tries to stay put to the point of digging his nails into the wood floor (Is he part cat?)  They put him on a hand cart and push him down the track. Shaggy jumps onto the hand cart. He's able to stop and reverse it in time to prevent them from getting crushed by a train.

The gang follows the tracks to cliff dwellings and prove that their plan to make people look elsewhere by putting Scooby in the box on the hand cart was nonsense. The Indian Witch Doctor threatens them. The gang is mostly undeterred.

They find and free the dogs. The dogs attack their abductor as a pack. Scooby unmasks the dognapper. It's Buck Masters who asks them why they didn't mind their own business (Um... he offered them $500 reward to catch him).
